Chandigarh: Punjab Federation of University and College Teachers Organisations (PFUCTO) today welcomed the decision of Punjab Govt. to seek permission of Election Commission of India for implementing UGC pay scales notified by MHRD, Govt. of India on December 31, 2008, in the state. The notification of MHRD, issued under Central Pay Commission was under process and two days ago the Finance Dept. approved the proposal of Dept. of Higher Education. Dr. Jagwant Singh, General Secretary, PFUCTO, thanked Punjab Chief Minister for the decision of the Govt. taken in pursuance of his decision of Feb 13, 2009. Dr. Jagwant Singh expressed the hope that Election Commission of India will grant the permission as the notification of Govt. of India was issued under Central Pay Commission and sent to Chief Secretaries of the state for onward endorsement to the Universities and the colleges affiliated to them. It is noteworthy that all the notifications required to implement the scale have already been notified under the Central Pay Commission and therefore the ‘Model Code of Conduct’ does not apply in the case.
