Himalayan states of India to study climatic change in the Himalayan region

Himachal organizing National level seminar on “Status of Glaciers”

New Delhi: Himachal Pradesh Govt. will organize  a national level  seminar on the -”Status of Glaciers” with other Himalayan states of the country to study climatic change in the Himalyan region said Professor Prem Kumar Dhumal  Chief Minister while speaking on the Delhi Sustainable Development Summit 2009 organize by TERI in hotel Ashoka New Delhi.

Chief Minister Professor Prem Kumar Dhumal told that State Govt. is preparing separate  Environment Master Plan for the state to inventorize GHG emissions for assessing  Carbon Footprints  and also  lead sectoral guidelines  for environmental protections. He told that carbon footprint per capita of the state has been assessed at 0.4 tonne per capital in comparison to  national average of 1.05 tonnes per capita.
Chief Minister Professor Prem Kumar Dhumal told that State Govt. is promoting use of non conventional energy sources for space heating and discouraging the use of charcoal and fossil fuel etc. to reduce the GHG emission in the state. He told that State Govt. has made it mandatory to release 15% minimum flow level in rivers in hydel projects in order to  preserve down stream riverine ecology and promote run of the river projects. He told that State Govt. has started Atal Bijli Bachat Yojna to reduce energy consumption and GHG emission by distributing 4 CFL energy equipments to each households of the state.
He said that organic farming is being promoted to phase out the excessive use of  chemical fertilizers in the state. He told that all the Govt. departments have been asked to carry out  their energy and environment audits and series of seminars and meetings have been organized  on climatic change for legislators, Govt. departments, industry and the media  to raise awareness in all section of the society.
He said that state level governing council and  executive council on climate change has been constituted in the state to oversee and coordinate out works on climatically change.
Chief Minister Professor Prem Kumar Dhumal told that State Govt.  proposes to introduce complete ban on the use of  plastic carry bags in the state  and added that various steps have been taken to restrict the use of such bags in the state.
Chief Minister Professor Prem Kumar Dhumal told that State Govt. has developed an integrated and comprehensive approach to build sustainable climatic resilient economy and added that common citizens have been actively associated for environment protection in the state. He told that Himachal has been first state in the country for triggering changes in citizen life styles and conservations issues like water savings, tree plantations etc. have been made part of education curriculum in the state.
He said that Govt. would shortly launch “Community led Assessment, Awareness, advocacy and Active and action programmes for environment protection and  Carbon Neutrality” “through school and civil society at grass root panchayat level.
Chief Minister said that State Govt.  has taken concrete steps for expansion of rail and ropeway network in the state to reduce pollution and GHG emission generated through road transport network. He told that  State Govt. has signed MOU with GAIL for ensuring piped gas supply for fuel requirements of the residents and added that Govt. is promoting environmental friendly solar passive technologies and rain water harvesting. He told that polythene waste is being used in cement kilns as fuel to control GHG emission in the environment. He asked the developed  countries to provide funds for developing new technologies and under take R & D activities in climatic change and environment infrastructure. He said that developing nations are paying for extra vagant life style of western people and asked them to make appropriate commitment at COPENHAGEN.
